The scheduled-for-December 15, 2009 monitoring of the south-east section of the Nagorno Karabakh and Azerbaijani armed forces’ contact-line to be implemented by the OSCE Mission was stopped, due to a single submachine gun shot towards the group implementing the monitoring from the positions of the NKR Defense Army.
The incident was caused by the fact that the Azerbaijani party hadn’t led the OSCE observers to its borderline, thus violating the earlier achieved arrangement.
The shot was fixed by the monitoring group members – the OSCE Office Coordinator, Lieutenant-Colonel Imre Palatinus (Hungary), Field Assistants of the OSCE Chairman-in-Office's Personal Representative Irge Aberle (Czechia) and Vladimir Tchountoulov (Bulgaria) who decided to stop the monitoring, for security purposes.
