From the positions of the NKR Defense Army, the monitoring group comprised Field Assistants of the Personal Representative of the OSCE Chairman-in-Office Christo Christov (Bulgaria) and Antal Herdich (Hungary).

On the opposite side, the monitoring was held by Field Assistants of the Personal Representative of the OSCE Chairman-in-Office Irgee Aberle (Czechia) and William Prior (Great Britain).
