SECURITY & FOREIGN AFFAIRS: KARABAKH EXPERT BELIEVES IN THE SERIOUS TRANSFORMATION OF KARABAKH PEACE PROCESS (REGNUM)

In an interview to a REGNUM correspondent Nagorno Karabakh political analyst David Babanyan said that recent statement of Russian co-chairman of OSCE Minsk Group Yuri Merzlyakov where he declared that principal document on conflict settlement must be prepared by expert groups of the conflict parties is a serious transformation of the Nagorno Karabakh settlement process.

According to Babanyan, such a statement presumes participation of society in the settlement process. He says that “experts” must be not only specialists in settlement of this precise conflict, but must know different fields– legal, military, economical, ecological etc. He said that such approach can be most successful because, first, it is a long-term and wide project that covers all conflict spheres, and second, because the participation of society will lower the tension inside the countries, because no one will think that the authorities plan to do something passing over the people. The mediators will also profit from this approach, because, in case of failure, they are not personally responsible and can continue their positive activity, concluded Babayan.

Earlier, Russian co-chairman Yuri Merzlyakov stated that mediators work on the document that will contain principles of peaceful settlement of the conflict. “The document contains two pages, that will state main principles of the settlement and the parties must agree with it. What will be the result, I do not know,” said the diplomat. According to Merzlyakov, after the principles will be approved, a meeting of expert delegation from both sides will take place. The experts will create a final document, as soon as they will have relevant sanctions by the governments. Merzlyakov presumes that without agreement on principles of the conflict settlement, it is useless to create any project.
