Democracy building and strengthening of civil society
are essential to ensuring local and regional stability.
To that end, the NKR has already begun a judicial
reforms program. The government encourages and works to protect the
security of foreign investments and new business development. However,
Nagorno Karabakh needs assistance in training specialists and legal
counseling.
Local government institutions are currently in their
formative stages and need development assistance and funding.
Local non-governmental organizations need grants and
training to better manage their financial challenges.
The government has developed programs to link the
various government agencies, through the intranet.
It is important to conduct a census of Nagorno Karabakh's
population. The last census was conducted in 1989 before the breakup
of the Soviet Union. The cost of the census is estimated at about $160,000.
Suggested Programs and Estimated Cost:
Training programs for the employees of the Justice
Department - $200,000;
Training programs for local government employees - $200,000;
Training programs for local NGOs - $200,000;
Establishment of local Intranet connection among government agencies
