Prospects for Peace
The Nagorno-Karabakh Republic is adherent to reaching a peaceful resolution of the conflict with Azerbaijan through direct negotiations without preconditions, and taking into consideration the realities in place.
The NKR authorities support the negotiations under the aegis of the OSCE Minsk Group, and consider resumption of Artsakh’s full participation in the negotiations to be а necessity for the success of the talks and implementation of any agreement reached.
The NKR authorities also give a great importance to establishing trust and tolerance between the two peoples. Since 2001, the NKR government has been suggesting implementation of a package of confidence-building measures, called to eliminate the atmosphere of hostility and hatred in the region by a joint realization of minor projects of mutual benefit. However, Artsakh’s initiative has been turned down by Azerbaijan, which is still unwilling to abandon its anti-Armenian hysteria, and take a constructive stand in this issue.
